Cannot Unlock Motorola Bootloader: How to Fix
In this guide, we will show you a couple of handy methods to fix the issue of being unable to unlock the bootloader on a Motorola device. When it comes to unlocking the devices, then there are two extreme ends- the likes of Pixel and OnePlus just require you to enter the fastboot flashing unlock command [even Samsung’s process is quite easy- directly from the Download Mode].
Then comes the likes of Xiaomi, which have made the entire process quite challenging. If we talk about Moto, then it seems to have taken a middle ground. You have to send them the output of the fastboot oem get_unlock_data command, and they will then email you an unlock key which you have to use in the fastboot oem unlock UNIQUE_KEY command. That is, if everything goes well.

Before starting, take a complete device backup as unlocking will reset your device. Moreover, it is recommended that you try out each of the below-mentioned workarounds and then see which one spells out success. So with that in mind, let’s get started. FIX 1: Use the UK Bootloader Unlocking website
Your first course of action should be to use the UK Bootloader Unlocking website instead of the US one. The latter tends to put in unnecessary complications in the unlocking process, which is not the case with the former [UK]. So head over to the UK website, send them your fastboot oem get_unlock_data, and then you should get the OEM Unlock Code shortly!

FIX 2: Verify your Device’s CID ID
Not all Motorola devices’ bootloaders can be unlocked. Only the one’s whose CID qualifies for the unlocking process can proceed ahead. In this regard, you may refer to the below table and verify it yourself. First off, boot your device to Fastboot Mode, type in fastboot getvar cid, and note down your CID. Then verify it from the below table:

FIX 3: If OEM Unlock is Greyed out

FIX 4: Line Tweak
When submitting the “Can my device be unlocked?” request, the Motorola website will submit a post request along the following lines:

These “lines” are your device ID retrieved from the fastboot oem get_unlock_data command. Take your device ID, put it all on one line, removing any extra (bootloader) or INFO tags [you may use a scrub tool for this]. Once your device ID is on one line, you should now “split” the ID by its # i.e. replace the # with a newline. Once done, open the below URL:

You will now be redirected to https://en-us.support.motorola.com/app/standalone/bootloader/unlock-your-device-c , receiving an email with your code shortly [make sure you are logged in to the Motorola website]. Once you get the code, use it in the fastboot oem unlock UNIQUE_KEY command to unlock the bootloader.
