So once you delete the bookmark from your primary device in which you are using Chrome, that change might not get reflected upon the secondary device [maybe its currently offline or Chrome is lying idle for some time]

As a result of this, even if you remove the bookmarks from the primary device, it might have no impact on the secondary. And the next time when you pick up your secondary device, it will currently be in that stage wherein the bookmarks weren’t deleted. So it will then start its own sync process which in turn will end up restoring the deleted bookmarks on your primary device. While this entire situation is no doubt all messed up, there does exist a method that could help you out. Follow along.

1. Launch Chrome, click on the overflow icon, and select Bookmarks > Bookmark Manager.
2. Then click on the overflow icon next to the bookmarks that you want to remove and select Delete.
3. Once done, click on the overflow icon at the extreme top right and select Export Bookmarks.
4. Now give it a name of your choice [leave the extension HTML], select the location, and hit Save.
5. Once done, delete all the bookmarks. use Ctrl+A to select all the bookmarks and hit Delete.
6. Now pick up your secondary device, launch Chrome, and make sure that the changes are synced there as well.
7. So both your primary and secondary devices [signed in via the same Google account] should have no bookmarks.
8. Now go to your primary device, launch Chrome, and head over to the Bookmarks Manager.
9. Then click on the overflow icon at the top right and select Import Bookmarks.
10. Now select the bookmarks HTML file that you had earlier exported and click Open.
11. All your bookmarks will now be imported. Once done, make sure that the changes are synced across your other device as well.
